"روح الشرائع" هو سِفر مونتسكيو السياسيّ الرائع، ولم يؤلّف في الغرب ما يفوقه، وقد وصف بـ«أعظم كتاب فرنسي في القرن الثامن عشر»، والكتاب جامع لفلسفة الاشتراع وحكمة التاريخ والفقه الدستوري، ويعد أكثر الكتب تأثيراً في الأزمنة التي جاءت بعده، حيث استوحت تعاليمه دساتير فرنسا منذ قرن الثورة الفرنسية، وكان له الأثر البالغ في وضع تشريعات العالم حتى يومنا هذا، وبالأخص الدساتير الأمريكية تحديداً في فصل السلطات. وقد حرّر مونتسكيو بكتابه معشر المشترعين من السير مع هوى الناس ومن مصادفات الأحوال، وردّهم إلى أساس الطبيعة البشرية، فنال من الصيت البعيد منذ صدوره ما طُبع مع عشرين مرّة في أقل من عامين، وترجم إلى جميع لغات أوروبا. أكثر من عشرين عاماً، ألّف فيها مونتسيكو رائعته الموزّعة على 31 قسماً ضمت بحوثاً في القانون وعلم الإنسان والحياة الاجتماعية، مع ما يقارب من 3000 توصية تدين الظلم والاعتداء، وتوصي باللطف والعطف، سائراً بقرائه إلى خلاصة عليا تتمثل بـ: الحرية والمساواة والإخاء.«كان الجنس البشري قد أضاع حججه، فأعادها مونتسكيو إليه».
