وترتكز النظرية الديمقراطية على مجموعة من المبادئ والأسس التي لا يمكن إغفالها في أي بناء ديمقراطي هاته الأسس والسمات هي ملازمة للعملية الديمقراطية وبالتالي ضامنة لإستمرار التطور الديمقراطي والمحافظة على الإستقرار السياسي في بلد ما من هنا وجب التذكير بهذه المبادئ.
إن الحديث عن النظرية الديمقراطية يعني الحديث عن ثقافة وروح نظام إجتماعي يؤكد على قيمة الفرد الإنسان وكرامته الإنسانية وإن كل بناء ديمقراطي لا يأخذ بالإعتبار نشر ثقافة ديمقراطية بين عموم المواطنين سيكون بناءاً ديمقراطياً مغشوشاً أن عملية التشييد الديمقراطي لا بد أن توازيها بناء المواطن ديمقراطياً أي بناء فكر مجتمع ديمقراطي كي لا يكون هناك تباعد بين المؤسسات الديمقراطية والمواطن فمأسسة المجتمع ديمقراطياً يوجب كذلك بناء مواطن يحس ويعيش حاملاً معه فكر وثقافة الديمقراطية.
