إنّ الخوض في السياسة الخارجية العراقية لا يخلو من الصعوبات والمعوقات بسبب التناحر السياسي الطائفي والقومي الذي مر به العراق بعد عام 2003 إلا أننا أخذنا على عاتقنا على الرغم من خطورة المرحلة تأليف هذا الكتاب إنطلاقاً من البعد الوطني، ولتدوين حقبة مهمة من تاريخ العراق المعاصر وتقديم رؤية متكاملة لصانع القرار السياسي الخارجي عن كيفية صناعة سياسة خارجية للعراق فاعلة ومؤثرة في البيئتين الإقليمية والدولية.
إنّ هذا الكتاب جاء ليجيب عن تساؤل جوهري شغل بحثه الأوساط الأكاديمية والسياسية يتلخص في الأسباب الموضوعية وراء غياب السياسة الخارجية العراقية بعد عام 2003 وتراجع أداءها في المحيط الخارجي؟.
ويبين هذا الكتاب إنّ المتغيرات الحاصلة في العراق بعد تغيير نظامه السياسي عام 2003 اضعفت المؤسسات المحركة والمنظمة لعمل الدولة العراقية والصانعة والمنفذة لسياستها الخارجية، وأتاحت الفرصة المناسبة للأطراف الإقليمية والدولية للتدخل في شؤون العراق الداخلية، مما بلورت تلك التحديات إستجابة أو ردود أفعال من قبل الأطراف الداخلية الرسمية وغير الرسمية في إطلاق المواقف والتصريحات التي تحمل نوايا وأفعال عدوانية حيال الأطراف الخارجية (العكس صحيح)، بالرغم من أن مراكزهم وأدوارهم لا تسمح لهم في تنفيذ سياسة خارجية منفردة عن الدولة العراقية وبدلاً من مساهمتهم وإنسجامهم في تعضيد دور العراق الخارجي مارسوا دوراً سلبياً كابحاً ومحدداً لحركة العراق الخارجية في المحيط الإقليمي والدولي.
ويبقى هدف الكتاب الأسمى هو الوصول إلى سياسة خارجية للعراق ناضجة ونشطة، وهذا لا يتحقق إذا ما أجاد صانع القرار السياسي الخارجي إنتهاج السلوك العقلاني القائم على تشخيص المصالح الوطنية العليا للدولة العراقية وتوظيف المقومات الداخلية والإبتعاد عن سياسة المحاور الإقليمية والإنكاء والتكيف مع الأطراف الدولية.
