تعد دراسة السياسة الخارجية واحدة من الموضوعات المهمة في الشأن السياسي الدولي، كونها متعلقة بعوامل ربط الدولة والشان الداخلي بالبيئة الخارجية، فالسياسة الخارجية ما هي الا تصريف للشأن الداخلي ولاحتياجات الداخل في بيئة معقدة ومركبة هي: البيئة الدولية. والعراق بحكم الواقع الذي مر عليه خلال العقود القليلة الماضية بحاجة لا الى ان يتم دراسة سياسته الخارجية فحسب، وانما هو بحاجة ايضا الى دراسة السياسات الخارجية لدول العالم ومن ضمنها: البيئة الإقليمية تجاهه بوصفها ستكون عوامل مؤثرة فيه ان يضعها بعدها عند صياغة سياساته الخارجية. وفي هذا الكتاب تم التركيز في واحدة من اكثر السياسات اشكالية تجاه العراق الا وهي: سياسة الكويت الخارجية، فالكويت على الرغم من انها صغيرة في حجمها الجيوبوليتيكي والسكاني والعسكري، الا ان وزنها السياسي يتاتى من علاقاتها الإقليمية والدولية في اطار بيئة ومنظومة خليجية مؤثرة جدا في البيئة الإقليمية والدولية للعراق، حتى عدت السياسة الكويتية واحدة من اهم ما اصاب العراق خلال الاعوام (1961 و 1990/ 1991، و 2003)، والمستقبل مفتوح على احتمالات متعددة، ربما ستكون الكويت خلالها مدخل لاحداث تغيرات بالشأن الخارجي.وعليه تم الشروع بدراسة تلك السياسة من حيث كيفية صنعها، والعوامل المؤثرة فيها ، والادوات المتاحة لدى صناع السياسة الكويتية في تنفيذ ما يرونه او ما يقررونه من سياسات تلائم مصالح الكويت، واخيرا تم دراسة السياسة الكويتية تجاه القضايا الثنائية في العلاقات العراقية الكويتية، وما يمكن ان يستقر عليه المستقبل في الاعوام القليلة القادمة.
