وعلى الرغم من كل هذا التقدم والرعاية، فما زال هناك نقص وضعف وإهمال، خاصة في البرنامج التي تقدم إلى الأطفال المعوقين بدرجة شديدة والذين يحتاجون إلى رعاية خاصة وكاملة في مراكز متخصصة، فاغلب هذه المراكز تهتم فقط بالإحتياجات الأساسية ولا تهتم بطرق التعليم التي ترفع من مهارات وقدرات أفراد هذه الفئة.
إن تربية الطفل المعاق تقوم على أسس تربوية ونفسية وإجتماعية وجسمية، وذلك في ضوء خصائص نمو الأطفال جسمياً ونفسياً وإجتماعياً وعقلياً.
