لا يرتكب الإرهابيون الإرهاب لأنهم منتقمون بشكل استثنائي أو غير مكترثين وفقراء أو غير متعلمين ومذلولين أو ينقصهم الاحترام الذاتي، أو تم تدريسهم أطفالًا في دين متطرف، أو تم غسل أدمغتهم، وذوي عقول تميل إلى الإجرام، أو انتحاريين أو متعطشين لممارسة الجنس مع العذارى في السماء. ليس الإرهابيون في أغلب الأحيان عدميِّين و لكنهم متطرفين أخلاقيًا وهم مؤثرون مشدودون إلى أمل أحمق.
