تحتاج التنمية الاقتصادية والاجتماعية في أي دولة إلى تنمية إدارية كما إن التنمية الإنسانية والتنمية البشرية والتنمية التكنولوجية لا يمكن أن تنجح أو تحقق أهدافها إلا من خلال التنمية الإدارية.
وشهدت الفترة من 1957- 2007 (خمسون عامًا) تطورات مرحلية هامة لبناء طبقة الإدارة وتحديث المنظمات على النحو التالي: إنشاء أول معهد إدارة عامة في مصر قبل 1957، إنشاء المعهد القومي للإدارة العليا في مصر 1961، تدريب القيادات الإدارية العربية والأفريقية في مصر (1962- 1967)، إنشاء المنظمة العربية للتنمية الإدارية- جامعة الدول العربية، إنشاء معاهد الإدارة العامة بالدول العربية 1970، إنشاء وزارات للتنمية الإدارية بالدول العربية 1975، إنتشار مراكز التدريب في الوطن العربي 1980- 1990، زيادة الاهتمام بتجديد المنظمات وتدريب المديرين 1990- 2007.
ويتناول هذا الكتاب طرح توثيقي لمجهودات التنمية الإدارية. حيث لا يوجد مجلد بوصف تجارب التنمية الإدارية العربية خلال الخمسين سنة الماضية حتى الآن، ويتناول هذا الكتاب: الإطار العام للتنمية الإدارية، إستراتيجيات التنمية الإدارية، فعاليات التنمية الإدارية.
ويستعرض الكتاب أهم نظريات ومبادئ وتجارب التنمية الإدارية خلال الخمسون سنة الأخيرة في مصر والدول العربية. كما يقدم الكتاب خطة استراتيجية لمستقبل التنمية الإدارية العربية خلال الخمسين سنة القادمة 2057.
