مضت علي الطبعة الأولي من هذا الكتاب أربعون سنة كاملة عاصر خلالها مؤلفه صدور القوانين الخاصة المنظمة للعلاقة بين مؤجري الأماكن ومستأجريها- وأتيحت له القرار لمتابعة الأعمال التحضيرية لتلك القوانين والمنظمات المتعلقة بها، ثم لملاحظة كيفية تطبيقها في المحاكم وللاسهام في تطوير هذا التطبيق، سواء من طريق الاستشارات القانونية والمذكرات القضائية التي دمجها أو عن طريق تحليله النصوص وشرحها في هذا الكتاب ثم موالاة تنقيحه وتزويده بأحدث آراء الفقه وأحكام المحاكم.
وقد لمس المؤلف، خلال ذلك كله، لثغرات الهامة في تلك التشريعات الخلصة، ونبه إليها، واقتراح الحلول لبعضها، وأخذ المشرع أحياناً ببعض هذه الحلول، ولكنه في كل تعديل أجراء اسد ثغرة أو لعلاج عيب كان يختلف عن عيب جديد تتبدى آثاره مع الممارسة، وكانت الطبعات المتتالية من هذا الكتاب ترصد كل هذه التطورات وكان كل تدخل من المشرع يحظي بنصيبه من النقد والتحليل والتوجيه في الطبعة التي تلي صدوره وفي ما يليها من طبعات مما يسوغ معه القول بأن هذه الطبعة التاسعة- وقد احتفظت بأهم ما ورد في الطبعات السابقة وأضافت إليه ما استحدث في التشريع والقضاء والفقه تعد سجلا كاملا لأحكام تشريع إيجار الأماكن في مصر منذ صدوره في أعقاب الحرب العالمية الثانية وتجعل هذا الكتاب ينفرد بهذه الميزة بين أقرائه جميعاً في شرحه لقانون إيجار الأماكن وتنظيم العلاقة بين المؤجر والمستاجر.
