لما كان منهج الشريعة وسياستها في المجال الاقتصادي كما في غيره النص على القواعد والكليات والسكوت عن الفروع و الجزيئات إلا فيما لابد منه ، من غير عجز أو نسيان ليتولى أهل الاختصاص والاجتهاد بيان ذلك في كل زمان ومكان بما يناسبها ويحقق المصلحة فيهما. ولقد كان من أبزر تلك القواعد والكليات ضوابط التجريم الاقتصادي وإن لم تكن قد وردت هذه الضوابط في الشريعة نصًا إلا أن ما أتت به الشريعة في سياق بيانها لها من نصوص وأصول وفروع كاف لذلك ، وهو ما عمل عليه المؤلف ، حيثُ عمل على تعقب ذلك وجمعه ثم تحليله ثم تركيبه إلى أن وصل إلى - ضوابط التجريم الاقتصادي - وحدد ماهيتها وأقام الدليل عليها وعرَّج بعد ذلك على فروعها الأكثر شيوعًا وإنتشارًا اليوم .
