يوضح المقرر جانباً من جوانب الثقافة الإسلامية والتشريع الإسلامي يتناول النظام السياسي في الإسلام ومنه الحكم، وقد اشتمل هذا المقرر خمس وحدات دراسية هي: الوحدة الأولى: مفاهيم أساسية في الإسلام والنظرية السياسية في الإسلام (قواعد الحكم في الإسلام)، وهي الوحدة الأولى فيه، وقد تناولت النظرية عناصرها من الرسالة والقيم العليا الثابتة والإمامة والإستقلال لا التبعية والحريات ولا سيما الحرية والتعددية السياسية، وأسسها من السيادة للشرع والسلطان للأمة، والإنسانية كلها مجتمع واحد، وإنعقاد الإمامة بالبيعة، ومسؤولية أولي الأمر أمام الأمة، وخصائصها من العدل والشورى والطاعة الواعية والمراقبة الأمينة والمساواة، الوحدة الثانية: وهي الأمة والدولة في الإسلام، وتتناول معنى الأمة الإسلامية ووحدتها وعوامل تكوينها، وتعريف الدولة ووحدة الدولة الإسلامية وحكم تعدد الدول الإسلامية والمقومات الأساسية للدولة من الشعب والأرض والنظام والسلطة وأنواع السلطات وأهمية السلطة والفصل بين السلطات.
أما الوحدة الثالثة: وهي السلطة التنفيذية، وتتناول مكونات السلطة التنفيذية من رئيس الدولة (الإمام) والشروط التي يجب أن تتوافر فيه، وكيفية إسناد الرئاسة له وواجباته وحقوقه ومساءلته ومحاسبته، وكيفية إنتهاء ولايته، كما تتناول هذه الوحدة موضوع الوزارة ومفهومها وشروطها وأنواعها ومهماتها ومساءلة الوزراء ومحاسبتهم وتعيينهم وعزلهم، الوحدة الرابعة: وهي السلطة التشريعية، وتتناول مفهوم السلطة التشريعية وطرق تشكيلها وشروط عضويتها ومهمتها وإستمرارها وحلِّها، الوحدة الخامسة: "السلطة القضائية" وتتناول معناها وشروط القضاء وآدابه وأنواعه ودرجاته من القضاء العادي، وقضاء الحسية وقضاء المظالم، كما تتناول كيفية تعيين القضاة وكيفية عزلهم، وموضوع إستقلالية القضاء.
وتتضمن كل وحدة من الوحدات السابقة مجموعة من القراءات المساعدة والتدريبات والأنشطة وأسئلة التقويم الذاتي التي تمكنك من إثراء تعلمك للمادة الدراسية، ومن الوقوف على مدى نجاحك في تحقيق أهدافها التعليمية.
