في وقت يشهد العالم مزيداً من التفتت والإنقسامات، وفي وقت بدأت الدول تتفكك وتنقسم إلى دويلات ضعيفة، يظهر الإتحاد الأوروبي كقوة دولية فاعلة تتزايد أهميتها يوماً بعد يوم، وعليه، فإن الهدف من البحث هو إلقاء الضوء بداية على أهمية عملية الإتحاد والإندماج بدلاً من الإنقسام، وثانياً البحث في إمكانيات نجاح هذا الإتحاد إذا ما توفرت له السبل المؤدية لذلك.
إنطلاقاً مما تقدم تكمن إشكالية هذه الرسالة في البحث عن مدى قدرة دول الإتحاد الأوروبي على توحيد سياساتها الخارجية وبالتالي لعب دور سياسي مكمل لدورها الإقتصادي في مواجهة الولايات المتحدة الأميركية، ومقدرتها على تجاوز التحديات الداخلية والخارجية التي تهدد بقاء وإستمرار الإتحاد الأوروبي.
وفي محاولتنا لمعالجة هذه الإشكالية برزت لدينا تساؤلات عدة أهمها: 1-ما هي الأسس التي قام عليها الإتحاد الأوروبي؟، 2-ما هو دور الإتحاد الأوروبي في النظام العالمي الجديد؟، 3-ما نوع العلاقة بين الإتحاد الأوروبي والولايات المتحدة الأميركية؟، 4-ما هي مواقف دول الإتحاد الأوروبي من القضايا الساخنة في العالم وعلى رأسها إحتلال فلسطين والعراق؟، 5-ما هي سياسة الإتحاد الأوروبي تجاه الدول الأوروبية والآسيوية المنافسة؟، 6-ما هي أبرز التحديات التي تواجه مسيرة الإتحاد الأوروبي؟، 7-في ظل الظروف الحالية، هل لدى الإتحاد الأوروبي إمكانية لتبوؤ مركز قطبي منافس؟.
