لقد صدر قانون الجمارك رقم 66 لسنة 1963 في عشرة أبواب تنطوى على مائة واحد وثلاثين مادة، وجمع هذا القانون بين دفتيه شتات تشريعات متعددة ومتفرقة كانت تنظم تلك الأمور الجمركية، وكانت تقوم إلى جانب اللائحة الجمركية الصادرة في 2 أبريل 1884 التي كان يعمل بها كأصل عام تنظيمات أخرى لموضوعات مرتبطة بها.
ونظراً لتطور الحياة الإقتصادية والسياسية في الفترة الأخيرة، ونظراً لضرورة مواكبة هذا التطور فقد نال التشريع الجمركي سالف الذكر العديد من التعديلات التشريعية، وعلى هذا فقد قمنا بتقسيم هذا المؤلف إلى قسمين:
القسم الأول: تناولنا فيه أهم وأحدث التشريعات المعدلة لقانون الجمارك 63 لسنة 66 من أحدث تلك التشريعات إلى الأقدم حتى القانون 63 لسنة 66، القسم الثاني: جمع بين دفتيه أحكام التهريب الجمركي عامة. وتم ختام المؤلف بأهم الوثائق المتعلقة بالجمارك منها نصوص القانون 66 لسنة 63 وتعديلاته المتتالية حتى القانون 157 لسنة 2002، وكذا أهم المذكرات الإيضاحية له، كما تضمنت الوثائق أحدث القرارات الوزارية المنظمة لشئون الجمارك حتى منتصف عام 2003.
