يهدف إلى تعريف الباحثين والدارسين للحكم المحلي بمفاهيم الحكم المحلي وبمبادئه ومقوماته وتطبيقاته المعاصرة في الدول المختلفة (المتقدمة والنامية بصفة عامة ومصر بصفة خاصة). كما يهدف إلى تحليل دور الحكم المحلي في التنمية المحلية في ضوء التحول في دور الدولة واقتصاد السوق، سواء على المستوى العالمي أو على مستوى مصر.
وتحقيقًا لما سبق، فقد جاء هذا الكتاب في خمسة أبواب، يحتوي كل منها على عدد من الفصول. ففي الباب الأول، تم التركيز في ثلاثة فصول على مفاهيم وأهداف اللامركزية والحكم المحلي، والعوامل البيئية المؤثرة في نظم الحكم المحلي، وركز الباب الثاني في ستة فصول على العناصر والمقومات: الوحدات المحلية والمجالس المحلية والجهاز التنفيذي والتمويل المحلي والاختصاصات المحلية وعلاقات الوحدات المحلية.
وجاء الباب الثالث متناولًا في فصلين ممارسات الحكم المحلي من حيث النزاهة والفساد والشفافية، أما الباب الرابع فقد تناول في ثلاثة فصول الاتجاهات الحديثة في الحكم المحلي (الحكم المحلي في ظل التحول إلى القطاع الخاص والحكومة المحلية الاليكترونية والمقارنة المرجعية)، وركز الباب الخامس والأخير على الحكم المحلي في مصر من حيث الوحدات والمجالس الشعبية المحلية والتنفيذية والاختصاصات المحلية والموارد المالية المحلية وعلاقات الوحدات المحلية منتهيًا إلى تقديم رؤية مستقبلية للحكم المحلي في مصر.
وقد حاول الكتاب إعطاء صورة متكاملة عن نظم الحكم المحلي تجمع بين النصوص القانونية والواقع وبين الوصف والتحليل.
