تحتل قضية المرأة وحقوقها السياسية اليوم مساحة واسعة في النقاش العام، وتحوز على إهتمام الناشطين والمدنيين والمهتمين بمجال حقوق المرأة وغيرهم من فئات المجتمع المختلفة.
ولعل مرد ذلك الإهتمام هو دور المرأة البارز في المجتمع وقدرتها على منافسة الرجل في كافة مجالات الحياة، إلا إن هذا الدور لا يأتي من فراغ وإنما من تظافر مجموعة عوامل ذاتية متمثلة في رغبة المرأة في العمل السياسي وقدرتها على القيام به، وخارجية من وجود بيئة مساعدة تؤدي في النهاية إلى فسح المجال أمام المرأة لممارسة هذا الدور بشكل فاعل في المجتمع.
وبدأت المشاركة السياسية للمرأة في الدول العربية في نهاية القرن التاسع عشر واقترنت ببدايات النهضة كما في مصر والعراق وسوريا، واتضحت ملامحها في منتصف القرن العشرين بعد نيل كثير من البلدان العربية إستقلالها، وقد واجهت المرأة العربية عوائق كبيرة تراوحت بين التقاليد والعادات التي تكرس السلطة الأبوية فضلاً عن عوائق سياسية وأخرى إقتصادية أدت إلى تحجيم الدور السياسي للمرأة.
وفي هذا السياق لم يكن غريباً أن تحظى قضية المشاركة السياسية للمرأة وممارستها لحقها في الترشيح للمجالس النيابية بإهتمام بالغ، وتأكيداً لهذا الإهتمام بقضايا المرأة فقد أصدرت العديد من المواثيق والإتفاقيات العالمية والإقليمية والعربية الخاصة بقضايا المرأة.
ويتضح من مراجعة وتحليل هذه الإتفاقيات والتشريعات إنها تطالب الدول الموافقة على هذه الإتفاقيات ومنها العراق ومصر بضرورة إتخاذ التدابير والإجراءات التي تضمن تمثيلاً ملائماً للمرأة في المجالس النيابية، إضافة إلى سد الفجوة النوعية بين الذكور والإناث في مواقع صنع القرار.
