تحددت معالم النظام السياسي اللبناني منذ عام الإستقلال الأول 1943م، ليكون الدستور والميثاق الوطني هما عماد هذا النظام مع عدم إغفال الطائفية التي أقرّها الدستور والميثاق معاً، وبذلك بدت الصورة واضحة للبنانيين حول كيف تُحكم دولتهم؟ . وكيف يتم العودة للمسار الصحيح إذا ما تم الخروج عليه؟ على هذا الأساس مضى الرئيس بشارة الخوري في الحكم، حتى رأى المعارضون لحكمه أنه خالف المبادىء التي ارتضوه بمقتضاها حاكماً عليهم، ومن ثم أصبحت هناك ضرورة للثورة عليه لأجل تصحيح المسار، ورغم تمسك الرجل بالسلطة إلا أن انصراف الجميع عنه أقنعه بضرورة الرحيل ليتم انتخاب كميل شمعون أحد زعماء المعارضة رئيساً للبنان في العام 1952م.
وهكذا جاء الرئيس كميل شمعون إلى السلطة في لبنان، في ظل ظروف إقليمية ودولية ومحلية كانت تتطلب التعامل معها وبما يتوافق مع مصالح لبنان واللبنانيين. فإقليمياً كانت العلاقات العربية - العربية قد تأثرت بالروح الثورية التي بدأت تنتشر عقب الثورة المصرية عام 1952م، وأصبح على لبنان أن يتعامل مع مستجدات المنطقة العربية وبما لا يؤثر على إستقلاله وخصوصية كيانه في ظل محاولة القوى الإقليمية التأثير على هذه الخصوصية، وبما يحقق الأهداف المرجوة من ذلك، هذا في الوقت الذي كان فيه لبنان مطالباً بالحفاظ على إستقلالية كيانه طبقاً للميثاق الوطني.
من خلال هذا المضمون وضعت الباحثة / نهلة يسن حسن أسس دراستها عن موضوع "لبنان في عهد الرئيس كميل شمعون" ، لتبرز صورة الأوضاع السياسية والإقتصادية والإجتماعية في لبنان خلال هذا العهد، ثم كان عرضها لسياسة لبنان الخارجية إقليمياً ودولياً، وتختم دراستها بالحديث عن الأزمة التي أنهت عهد الرئيس شمعون في العام 1958م.
