تناول هذا الكتاب طبيعة وخصوصية سياسات التضمين والاستبعاد في مصر، في المرحلة التي تستغرق 18سنة (1991 – 2008) بالتطبيق على أقباط مصر، كحالة دراسة، وذلك من خلال دراسة "مطالب الأقباط" والرؤى المختلفة المتعلقة بطبيعة هذه المطالب وموقف الدولة منها، سواء بالتضمين أو الاستبعاد.
وقد قصدت الدراسة إلى الإجابة عن سؤال محوري، هو: ما هي العلاقة بين سياسات التضمين والتهميش وطبيعة النظام السياسي في مصر؟ وما هي العوامل الوسيطة التي تؤثر في طبيعة هذه السياسات، ومن ثم في علاقة الدولة بالمجتمع في مصر؟
وفي معرض التحليل والإجابة، سجلت الباحثة بروز الحيرة بين إلقاء اللوم على الدولة وحدها بسبب محورية دورها وعدم القدرة على الوفاء بـ "مطالب الأقباط" والمجتمع الذي هو جزء من الأزمة، لأنه مضطرب اجتماعياً وقيمياً، ويحوي في بنيته بذور التفرقة، كما أنه جزء من الحل لأن الدولة تأتي في سياق مجتمعي لا يمكن أن تنفصل عنه. وهي ترى أن "الأقباط" أقلية بمعيار الدين، لكنهم ليسوا أقلية في المجتمع من منظور التعامل الأهلي بين أفراده أو من منظور الاستبعاد. وهو ما يوجب على الدولة أن تتعامل مع "مطالب الأقباط" من منظور وطني سياسي يحول دون التعاطي معها من منظور ديني/ طائفي، وإلا تفجرّت مشكلات كثيرة.
وخلصت الباحثة إلى تقديم مجموعة من التوصيات والمقترحات للمستقبل، من أبرزها: (1) تمرير اقتراح القانون الخاص بتجريم الإساءة للأديان وازدرائها؛ (2) تمرير مشروع حظر التمييز بين المواطنين؛ (3) اعتماد مقرر "سماحة الأديان" في التعليم بمراحله كافة، مع التركيز على القيم المشتركة بين الديانتين الإسلامية والمسيحية؛ (4) وضع مشروع متكامل لسياسة "التضمين" في إطار تحليل موضوعي للخلل الاجتماعي والأشكال الجديدة من الانقسامات الاجتماعية التي تؤدي إلى الاستبعاد والتهميش الاجتماعي.
