كذلك التطرق إلى جميع النصوص القانونية التي تسيير النفايات المنزلية في الجزائر، ومن ثم التطرق إلى الوسائل القانونية المتاحة لتسيير النفايات المنزلية، من عقود الإمتياز ودورها الرئيسي في تسيير النفايات المنزلية، مروراً بعقود الإيجار وعقود الصفقات العمومية، وعقد دعم الإستثمار، وعقود تشغيل الشباب إضافة إلى ذلك التطرق إلى دور المجتمع المدني والمؤسسة العمومية في تسيير النفايات المنزلية.
كذلك التطرق إلى المقاربة الإقتصادية في تسيير النفايات المنزلية من خلال عمليات إعادة التدوير وخلق إقتصاد بديل مبني على المواد الأولية المسترجعة من النفايات المنزلية.
