الدكتور عبد المنعم الجميعي من شباب المؤرخين الذين عرفوا بالجد والنشاط العلمي، وقد صدرت له عدة دراسات امتدت على مساحات واسعة من تاريخ مصر، وقد أتاحت له الظروف الاطلاع على بعض الوثائق المتعلقة بقضية الأسلحة الفاسدة، مما شجعه على دراسة هذه القضية التاريخية الهامة، التي لعبت دوراً في تحريك ضباط الجيش ضد الملك فاروق وقيامهم بانقلاب 23يوليو 1952، والخروج بهذه الدراسة التاريخية التي بين أيدينا، والتي حاول من خلالها أن يرد على العديد من التساؤلات التي أثيرت حول هذه القضية؟ وحول نوعية هذه الأسلحة وتأثيرها على مجرى الحرب أم حول هذه القضية التي أثير حولها بعض الشكوك قد فجرها البعض للتشهير بالقصر وأعوانه، أو لتبرير هزيمة الجيش المصري عام 1948.
وتبعاً لذلك، فقد قسم هذه الدراسة إلى خمسة فصول بالإضافة إلى مقدمة وخاتمة: تناول الفصل الأول: أثاره موضوع القضية على الساحتين الشعبية والرسمية، حتى بدأت النيابة في إجراء التحقيق. وتناول الفصل الثاني: قضية الأسلحة والذخائر المتعاقد عليها من الخارج، وملابساتها، والذي أحالت فيها النيابة ثلاثة عشر متهماً غلى محكمة الجنايات. وتناول الفصل الثالث: "موضوع قضية الأسلحة والذخائر التي جمعت من الصحراء الغربية، وتناول الفصل الرابع: محاكمة المتهمين، وصدور الحكم ببراءتهم.
أما الفصل الخامس: فقد تناول حقيقة دور الأسلحة الفاسدة في الحرب من أجل فلسطين، وهل استخدمت هذه الأسلحة في الحرب، أم ظلت مخزونة في صناديقها. وفي الخاتمة: أبرز الأثر الذي أحدثته هذه الحرب في مصر من التاجيتين الوطنية والقومية.
