شكّلت شريحة الطبقة الوسطى العمود الفقريّ، والرافعة لنهضة معظم الدول المتقدّمة، كانت وظيفتها بمثابة القاطرة الّتي تقود بقيّة الشرائح نحو المستقبل وبالإتجاه الصحيح، وذلك بسبب من طبيعة خصائصها التي تتّسم بالوعي والعقلانية، ولأنها الشريحة الأكثر إنتاجاً مادياً وفكرياً.
وكثيراً ما شكلت، من خلال موقعها، صمّام أمان لهذه المجتمعات المتقدّمة من خلال تخفيف حدّة الصدمات والمطبّات والمنعطفات الّتي تتعرّض لها، كما إنّ وجود هذه الطبقة وتشكلها يعدّ مقترباً وشرطاً لا بدّ منه في أيّ فرصة لتشكيل المجتمع والدولة المدنيّة، حيث يتمّ من خلالها - بإنسيابيّة - تحوّل عناصر القوّة من إطار السلطة إلى مفاصل المجتمع.
شهدت العقود الذهبيّة، الّتي عاشها العراق في الخمسينيّات والستّينيّات والسبعينيّات من القرن الماضي، بدايات تبلور الطبقة الوسطى، والتي كانت إنعكاساتها واضحة على منظومة القيم وبدايات النهوض والتقدّم، قبل الإنكفاء والإنخراط في دوّامة العسكرة والحرب.
في هذه الحقبة الذهبيّة، وبسبب فاعليّة هذه الطبقة، شهد العراق إستقراراً مجتمعياً نسبياً، وشاعت قيم المدنيّة والسلم والإستقرار الأهليّ.
حالياً، يمرّ العراق، دولةٌ ومجتمعاً، يشبه غيبوبة وحالة إنحطاط، بسبب تهشم هذه الشريحة، الّتي تشكّل نصف المجتمع، وإنحلالها، وتركها مواقعها القياديّة، وتخلّيها عن دورها لتحالفاتِ تخلّفٍ تتشكل من الأمّيّين وأشباه المتعلمين لتتحكم بمقدّرات البلد، وتتصدّر المشهد السياسيّ والإجتماعيّ، وتنحدر بالمجتمع ومستقبل أجياله إلى أشدّ مراحل التخلّف والإصطراع مرارةً في تاريخ العراق الحديث والمعاصر.
آن الأوان لهذه الشريحة أن تغادر حالة التشظّي واللامبالاة كي تقول كلمتها وتستعيد زمام المبادرة للقيام بمسؤوليّاتها التاريخيّة في النهوض بأعباء المرحلة القادمة، لأنّها الشريحة الوحيدة المؤهّلة للعب هذا الدور بعد أن تتمكن من صياغة رؤيتها الواضحة.
يضع هذا الكتاب، بين يدي القارئ، رؤيةً نظريّةً شاملة حول إمكانيّة تفعيل الدور السياسيّ للطبقة الوسطى في العراق، من أجل المساهمة في صياغة مستقبله وضمان تقدّمه.
