إن هدف أي عملية تدريبية هو إحداث أثر إيجابي لدى المتدرّب والمؤسسة والمجتمع، ولتحقيق ذلك لا بدّ من حوكمة العناصر الأساسية للعملية التدريبية كافة: (مدخلات، وعمليات، ومخرجات)، وذلك من خلال قوننة التدريب، ومأسسته، وعولمته.
ترتكز حوكمة التدريب على وجود مبادئ ومعايير واضحة تضمن إستمرارية العملية التدريبية بشكل منهجي وجودتها، وفق تشريعات تراعي أهداف العملية التدريبية، وإحتياجات المجتمع، والبناء الثقافي للمجتمع، والتقدّم التقني، والهيكل التنظيمي للمنظمة، والإمكانات المالية، والمادية، والبشرية المتوفرة، إذ تكون مخرجات العملية التدريبية متسقة مع المواصفات المحلية والإقليمية والعالمية، من خلال وضع مبادئ توجيهية للتدريب، ومعايير لقياس جودته، وضبطه، وقوننة العملية التدريبية، من خلال تطوير أدوات تشريعية ضمن مبادئ المشاركة، والشفافية، والمساءلة.
وبما أننا نعيش في عصر العولمة من جميع النواحي السياسية، والإقتصادية، والإجتماعية، والثقافية، والتكنولوجية، والقانونية، والبيئية، فإن الإحتياجات التدريبية لا تقتصر على بلد معين أو مهنة معينة.
من هنا، جاءت حتمية وضع معايير عالمية للتدريب من حيث المعارف، والمهارات، والإتجاهات المطلوبة التي تُمكن المتدرب من ممارسة عمله في أي مكان في العالم.
