إن الثقافة تشكل عقل المجتمع او حسبما يؤكد "إميل دوركيم" جوهر الضمير او العقل الجمعي. فإذا كان هذا العقل قويا ومتماسكا كان قادرا على ضبط إيقاع التفاعل الاجتماعي بما يساعد على الاختراق، فإن ذلك سوف يعني ان المجتمع يصبح عشوائيا في حركته، حيث تأسس التحول الأول في العالم العربي وهو التحول القومي حيث ظهرت دعوات في العالم العربي سواء على مستوى الصفوة السياسية او الثقافة للوحدة العربية ن بحيث أصبح الخطاب الاجتماعي والسياسي حينئذ خطابا وحدويا قوميا . في هذه المرحلة نجد أن تقابل مع الخطاب الإسلامي، ولكل مؤيدوه ، بحيث ستكون هذه الفترة حول الخطاب الأولى بالاهتمام والرعاية.
