كتاب "إستراتيجية تطوير التربية العربية" أو التقرير كما أسمته اللجنة التي كلفت بوضعه، انبثق كفكرة أو قرار، من خلال إجتماعات المؤتمر الرابع لوزراء التربية العرب، الذي انعقد بصنعاء 1972ف.
حيث صدر عن ذلك المؤتمر، قرار عام أول بستة بنود، يقضي بوضع إستراتيجية لتطوير التربية في البلاد العربية، وقد نص البند الثاني من ذلك القرار، على تشكيل لجنة أنيط بها بعد ذلك، وضع التقرير الكامل والمفصل الذي جاء على هيئة كتاب من تسعة فصول، ومن العديد من الصفحات التي بلغ مجموعها ما يزيد على الأربعمائة صفحة، ويحمل عنواناً هو "إستراتيجية تطوير التربية العربية"، الذي اقتضت قيمته الإستراتيجية جهداً من قبل تلك اللجنة، إستغرق منها في إعداده خمسة أعوام.
والحقيقة أن أقل ما ينبغي أن يتصف به جهد تلك اللجنة، هو أنه جهد موضوعي عظيم، جاء في وقته، يبشر بأن إنتفاضة واقع التربية العربية على نفسه، أمر حتمي، وأن أبناء التربية العربية يمتلكون تنفيذه، وينبغي ألا ينتظروا من أحد غيرهم أن ينتفض لهم على واقع تربيتهم، بإعتباره واقعاً يخصهم دون غيرهم، فإن تركوه وأهملوه، تركهم وأهملهم، وإن غيروه تغيروا.
إن الكتاب وبنيته، تتمثل في فصوله التسعة بما حوته من مادة موضوعية صادقة، عكست لنا معاناة واعية خالصة، وتوجهاً تربوياً عربياً أصيلاً، كما حملت إلينا تلك الفصول، قدراً من التفكير لا يستهان به، يتضمن، من حيث الدرجة، رغبة وقناعة في تغيير التربية العربية إلى الأصوب والأفضل.
