جاء القانون رقم 14 لسنة 2004 بشأن قانون العمل القطري، خاصة بعد أن فتحت الأبواب أمام الإستثمارات الوطنية والعربية والأجنبية، وقد نكون بغنى عن القول أن القضاء بأحكامه التي تنقل النص التشريعي من حالة الجمود إلى مرحلة التطبيق، إنما يمكنه - ويشاركه الفقه - الكشف عما إعترى النس التشريعي من عوار أن نقص يبعد به عن تحقيق هدفه.
ولذا - فإن رائدي في هذا المؤلف - والذي يعني بعلاقة العمل الفردية، تلافي المسائل الفلسفية، والتركيز على أحكام القضاء والتي تنحو إلى التطبيق والعمل بقدر ما تنآى عن التاريخ، مستعيناً في ذلك بأحكام محكمو النقض المصرية بصدد تطبيق النص التشريعي الذي يماثل - أويكاد - نظيره القطري، إذ أعرض للنص التشريعي من قانون العمل القطري، وما يرتبط به من قرارات وزارية أو لائحية، وأتبع ذلك بالتعليق عليه مبيناً مؤداه، مختتماً بإيراد المبادئ التي أفرزتها الأحكام القضائية بصدده، سواء من محكمة النقض المصرية أو محكمة التمييز القطرية.
