اختارت الجمعية موضوعا لهذا المؤتمر "حقوق المجني عليه في القانون المقارن" وقسمنا البحث إلى ثلاثة أقسام: الأول : في حقوق المجني ع ليه في الدعوى العمومية، ويتناول المفاضلة بين نظامي الاتهام الفردي والاتهام العمومي الثاني : في حقوق المجني عليه في الدعوى المدنية ، ويتناول بدوره نظامين أحدهما لا يقر رفع الدعوة والمدنية أمام القضاء الجنائي والآخ يجيز ذلك مع شروط. الثالث- حقوق المجني عليه خارج الدعويين ، فقط تطول اجراءات الدعويين مما لا يتحقق معه الاسراع في اسعاف المجني عليه او خلفائه مما يقتضي البحث عن وسائل أخرى خاصة اذا كان الجاني مجهولا او معسرا.
