مذكرات روؤف البحراني –وهو من وزراء المالية البارزين في العهد الملكي– تشمل فترة مهمة من تاريخ العراق الحديث والمعاصر، من سنة 1920 حتى وفاته نهاية سنة 1963. وقد صور فيها حالة العراق في ظل المحتلين الانكليز إثر عودته إلى بغداد من جبهات القتال بعد انتهاء الحرب العالمية الأولى، وما شاهده في بغداد من أعمال الاحتلال وسوء معاملة الحكام الانكليز للشعب العراقي -التي هيأت لقيام الثورة العراقية الكبرى (ثورة العشرين) ضدهم في 29 حزيران 1920، وتغلبهم عليها بأساليبهم المختلفة، ومجئ الأمير فيصل ابن الحسين وتتويجه ملكا على العراق، والازمات السياسية التي حدثت لعرقلة مساعيه المخلصة لصالح العراق وشعبه، ثم انتهت حقبته بوفاته المبهمة وتولي ابنه غازي عرش البلاد.
وألقى المؤلف ضوءاً على تلك الازمات ومواقف كبار رجال السياسة والجيش من الملك غازي، وظروف أفراد العائلة المالكة بتعاقب الوفيات في فترة قصيرة، وذكر توليه لوزارة المالية وتعاقبه في العديد من الوزارات، وتصرف الوزرات تجاه الملك غازي، واستغلال الخصوم لضعف الملك من اجل تحقيق أهدافهم الشخصية التي انتهت بانقلاب بكر صدقي سنة 1936 وما رافقه من أزمات سياسية في البلاد انتهت بمصرع الملك غازي سنة 1939 ومجئ ابن عمه الأمير عبد الإله وصياً على العرش، والمنافسة بينه وبين عمه الأمير زيد بن الحسين عليها، وتولي عبد الإله الوصاية عن ابن أخته الملك فيصل الثاني.
