اتجهت الطموحات بعد انتهاء الحرب الباردة إلى الحلم ببناء مجتمع دولي أكثر عدالة، وأوثق ترابطاً من الناحية الاقتصادية والاجتماعية، وكان شعار عالم متداخل المصالح يوحي بأننا إزاء معادلة عالمية جديدة، تتراجع في حدود الأيدلوجيات العارمة والمتصارعة لصالح توليفات فكرية جديدة أكثر تسامحا، ولكن رياح التغير التي عصفت بمعادلة الحرب الباردة القديمة وأصلت انطلاقها لتعصف-وفي وتيرة أسرع-بالأحلام أو الأوهام التي جالت في خاطر البعض، وانطلقت نيران الحروب التجارية الخطرة بلا رادع وبلا حدود، وطفا على السطح صراعات عنصرية وعرقية وطائفية، وأصبح واضحاً أن العالم مقبل على أشكال جديدة من الصراعات... وسط كل هذا لا بد من اهتمام عربي بما يجري بحثاً عن موقع أو حتى مرفأ آمن، فرياح التغيير التي تهب على عالم اليوم لن تتسامح أو تحنو على من يأخذون موقف المتفرج اللاهي.
