يتحدث هذا الكتاب عن دور منظمات المجتمع المدني في مواجهة المخاطر التي تتعرض لها الأسرة في لبنان عند وقوع الأزمات والحروب، ويتخذ من تجربة مؤسسة "عامل" ومبدأ "التحصين من خلال التمكين" الذي طرحته شعاراً لها فلسفة عمل لهيئات المجتمع المدني، كما مؤسسات الدولة الرسمية، في التعامل مع الأخطار التي تتعرض لها الأسرة وهو ما يمكن ترجمته في رسم السياسة الإجتماعية للأسرة وفي الممارسة الميدانية من خلال الإنتقال من الرعاية الفوقية على شكل تقديم خدمات ومساعدات وتبرعات وأعمال خير على اختلافها، إلى تضافر الموارد والجهود في وضع سياسة تمكين للأسرة.
يتألف الكتاب من قسمين أساسيين يرسم أولهما الإطار العام لواقع الأسرة اللبنانية ضمن الإطار الوطني في خصوصيته النوعية؛ ويعرض لبعض الإعتبارات المنهجية في دراسة الأسرة وما تتعرض له من أخطار، ويتوصل من ثم إلى رسم الخريطة المعرفية النوعية لهذه الأخطار، وكيفية رسم سياسة إجتماعية للأسرة بغية تمكينها.
ويعرض القسم الثاني لتاريخ ووقائع مؤسسات وهيئات المجتمع الأهلي والمدني وأدوارها في خدمة الأسرة، كما يعرض نتائج تحليل الدراسة الميدانية ومؤشراتها لعمل هذه المؤسسات والهيئات، ويتم استعراض تجربة مؤسسة "عامل" كحالة متميزة من بين منظمات المجتمع المدني ... وأخيراً رؤى مستقبلية حول دور هذه المنظمات الأهلية والمدنية متكاملاً مع دور القطاع العام، وفي إطار شراكة فاعلة مع الشرائع الأسرية المعنية.
