إنّ القرآن الكريم مرجع المسلمين، يستقي منه الأحكام، ويتمثّل الأاديب البليغ بآياته في بيان الكلام.. ولتيسير الاستفادة منه وضع العلماء فهارس لألفاظه، لمساعدة الباحث على الوصول إلى الآية التي وردت تلك اللفظة فيها بسهولة وسرعة. ولكن تلك الفهارس اقتصرت على ذكر جزء من الآية، أو رقمها مع اسم السورة، فيضطر الباحث أن يأخذ الرقم من المعجم ويعود إلى المصحف للاطلاع على الآية كاملة، وإن أراد معرفة معناها فعليه الرجوع إلى أحد التفاسير أو المعاجم.
وتسهيلاً على الباحث ارتأت دار النفائس أن تُصدر كتاباً معجمياً يتضمن ألفاظ الآيات، ومعانيها المختلفة والآيات التي وردت فيها تلك الألفاظ كاملة. ومن حُسن الطالع أنها عثرت على معجم لألفاظ القرآن الكريم ومعانيها، وضعه نخبة من علماء المسلمين، بتوجيه مجمع اللغة العربية في مصر وإشرافه، في نهاية النصف الأول من القرن العشرين الميلادي.
وقد تألفت اللجنة من الأعلام أعضاء مجمع اللغة العربية: الشيخ ابراهيم حمروش، والأستاذ ابراهيم مصطفى، والشيخ عبد الوهاب خلف، والأستاذ علي عبد الرزاق، والدكتور محمد حسن هيكل، والشيخ محمد خضر حسين، والشيخ محمود شلتوت، والشيخ عبد القادر المغربي. وشارك في وضع المبادئ والإعداد من أعضاء المجمع أيضاً: الشيخ أحمد ابراهيم، والأستاذ علي الجارم، والشيخ مصطفى عبد الرزاق.
وعلى ضوء هذه الخطّة سارت اللجنة في وضع المعجم بعد أن رتبت ألفاظ القرآن الكريم حسب حروف الهجاء، مسترشدة بالمعجم المفهرس لألفاظ القرآن الكريم.
