وكان من طبيعياً أن يعودا في دراستهما هذه إلى المبادئ الأساسية المعروفة لديهما والمتعلقة بالسياسة والحرب، ليستخدماها دليلاً ومرشداً والتي قادتهما إلى حكم مؤداه أن القوة العسكرية الأميركية كان يمكن أن تصبح في حقبة ما بعد الحرب الباردة أكثر فاعلية، فيما لو كانت قد ركزت بشكل رئيسي على التأثير في إرادة الخصم وإدراكه ومن ثم السيطرة عليه، لا على التدمير الشامل لقدرات العدو أو استنزافها، كما يتصدر وفقاً للعقيدة العسكرية السائدة في الوقت الراهن لتوظيف "القوة المسلحة" والتي رأى كل منهما بإمكانية التوصل إليها من خلال تطبيق عنصري "الصدمة والترويع"، ويقول المؤلفان بأنهما لم يأتيا بجديد في هذا المجال الذي يمثل التحدي الجوهري، إلا أن هذا بدوره يعني استخدام متطلبات الهيمنة السريعة بوصفها العوامل الرئيسية المحددة لتطوير العقيدة العسكرية والتكتيك والقدرات وأنظمة الأسلحة لتحقيق القدر الكافي من الصدمة والترويع من أجل التأثير في إرادة الخصم وإدراكه.
