تهدف هذه الدراسة إلى تناول عملية التكامل الإقليمي في منطقة المحيط الهندي بوصفها إطاراً جديداً للتفاعل بين اقتصادات دول مجلس التعاون لدول الخليج العربية وعملية التكامل في منطقة المحيط الهندي، مع التركيز على إمكانات استفادة اقتصادات دول مجلس التعاون من تلك العملية، ومحاولة "تقييم" مشروع اندماج اقتصادات دول المجلس في رابطة المحيط الهندي، أو ما يمكن أن نطلق عليه التوجه الآسيوي، ومشروع الارتباط بالتجربة الأوروبية، أو ما يمكن أن نطلق عليه التوجه الأوروبي.
وتنقسم الدراسة إلى قسمين رئيسيين: يتناول القسم الأول عملية التكامل الاقتصادي في منطقة المحيط الهندي، ويركز على تحليل نشأة تلك العملية وجذورها التاريخية، وأبعادها المؤسسية، وأهدافها الرئيسية.
ويتناول القسم الثاني تحليل عملية التكامل الاقتصادي في منطقة المحيط الهندي، من حيث هي إطار جديد للتعاون بين مجلس التعاون لدول الخليج العربية ورابطة الدول المطلة على المحيط الهندي، ويركز على قضايا التعاون بين المجلس والرابطة، وخاصة في مجالي النفط والتجارة، كما يركز على تحليل التوجهين الأوروبي والآسيوي لمجلس التعاون، استناداً إلى ما تطرحه الأدبيات الاقتصادية في مجال تحرير التجارة الإقليمية، وأخيراً يطرح هذا القسم بعض التوصيات لتوسيع المكاسب المحتملة لالتحاق مجلس التعاون لدول الخليج العربية بعملية التكامل الاقتصادي في منطقة المحيط الهندي.
