وضعت التطورات السياسية الداخلية التي شهدتها الولايات المتحدة عقب حرب الاستقلال، ومنذ عام 1783 حين أُقر السلام بموجب معاهدة باريس ولغاية 1789 حجر الأساس لتشكيل حكومة قوية في إطار الدستور الفدرالي، الذي اعتمد على التجربة التي رافقت نمو الجمهورية الأمريكية. مُنح المؤتمر القاري سلطة رسمية للعمل بصفة حكومة عامة لتوجيه الحرب مع بريطانيا، ومع إعلان الاستقلال نظمت المستعمرات نفسها في ولايات، صاغت وتبنت دساتير خاصة بها، واتحدت عام 1781 في ظل بنود الائتلاف الكونفدرالي، التي أثبتت عدم فاعليتها و ملائمتها بل وقصورها في الواقع. يكتسب هذا الموضوع أهمية بالغة في معرفة أبرز التحديات التي أعقبت حرب الاستقلال وعهد الكونفدرالية، التي كانت حاسمة وحرجة للغاية، في ظل حالة الانقسام والإحاطة بها، ولذا ارتأينا أن نتتبع التطورات التي أدار المؤتمر والولايات من خلالها الشؤون السياسية في تلك الحقبة.
