تهدف العولمة إلى صياغة نظام عالمي موحد له جوانب اقتصادية وسياسية وإجتماعية وثقافية يسود جميع دول العالم المتقدم والنامي على حد سواء، وتبرز الجوانب الاقتصادية للعولمة في تزايد الاعتماد المتبادل بين اقتصاديات الدول على مستوى العالم، ووحدة الأسواق المالية والنقدية من خلال ما يعرف بنظام الاقتصاد الرأسمالي الحر، وفتح الحدود، وإزالة القيود أمام التجارة الدولية، أما بالنسبة للجوانب السياسية للعولمة فإنها تتركز في جوانب عده ومنها التأكيد على الإصلاح السياسي من خلال نشر الديمقراطية والتأكيد على مبدأ التعددية السياسية، وإبراز أهمية التنظيمات السياسية - ومنها على سبيل المثال الأحزاب السياسية، وفي ضوء ما سبق تبرز أهمية هذا الكتاب من خلال إلقاء الضوء على هذين الجانيبن، وأعني بذلك الجانب الإقتصادي والجانب السياسي، وذلك من خلال فصوله الستة والتي تناولت الموضوعات التالية:-
الفصل الأول: الواقع المعاصر لمشكلة البطالة، الفصل الثاني: الاتجاهات النظرية والمنهجية الحديثة في دراسة مشكلة البطالة، الفصل الثالث: نظريات العولمة ودراسة مشكلة البطالة، الفصل الرابع: دور الاتصال المباشر والنظم الاجتماعية في تنمية الوعي السياسي، الفصل الخامس: الوعي السياسي المفهوم والقضايا، الفصل السادس: عملية صنع القرار وأبعادها.
