هذا الكتاب المجلد الرابع من خطة لاستشراف مستقبل إسرائيل لربع قرن أعدّها 250 خبيراً إسرائيلياً من مختلف المؤسسات الرسمية والأكاديمية في داخل إسرائيل، ومن بين الجاليات اليهودية في العالم.
و"إسرائيل في محيط يسوده السلام" -عنوان هذا المجلد- هو بمثابة وثيقة تعبر عن الفرضية الأساس وراء هذا المشروع، وهي أن السلام هو شرط أساس للتخطيط الوطني المستقبلي، وعامل يغير بيئة التخطيط الحالية. لذا، فإن الكثير من أهداف المخطط الرئيس يشتق منه، فيما تكمن فيه أيضاً وسائل تحقيق تلك الأهداف.
تتكون هذه الوثيقة من أربعة أجزاء تعكس التفكير البنيوي في موضوع السلام على امتداد عملية خلق الخطة التفصيلية لإسرائيل 2020.
في الجزء الأول، يحدد شلومو غازيت الإطار السياسي للنقاش في سيناريو السلام في سنوات الألفين. وكان عمله قد بدأ في المرحلة الأولى من المشروع عندما قام، سوياً مع أريئيل لفيته، بتحليل سلسلة سيناريوات جيو-سياسية مستقبلية. وفي هذه الوثيقة يقترح غازيت تفسيراً سياسياً هو الأحدث في ضوء التطورات الأخيرة في الساحة السياسية. وهو يشير إلى وجود حركة تأرجح بين حالة سلام والعودة إلى حالة العداء.
وفي الجزء الثاني: تلخص نوريت كورن العمل الذي تم في موضوع سيناريو السلام في المرحلة الثانية من المشروع. وفي الجزء الثالث: يقوم رافي بارئيل بتحليل احتمالات التعاون الاقتصادي في الشرق الأوسط في حال تحقق السلام. ويحلل بارئيل بتوسيع التأثيرات المتوقعة للسلام المرافق الاقتصادية، ويحدد سلسلة أنماط للتعاون الاقتصادي بين إسرائيل وجاراتها.
وفي الجزء الرابع: من هذه الوثيقة، يقترح آدام مازور موضوعاً شاملاً لانعكاسات السلام على ستة مجالات لسياسة التخطيط المجالي في إسرائيل: بيئة التخطيط، الأهداف الرئيسة للتخطيط، النظرة إلى الموارد الوطنية، مفاهيم أساس لتنظيم المجال الوطني، النظرة إلى المجموعات السكانية وإلى انتشارها المجالي، ووسائل لتدخل الحكومة في التنظيم المجالي.
