أثار إنتاج الوقود الحيوى من الحاصلات الغذائية جدلاً حاداً بين بلدان الوفرة الغذائية المنتجة له وبين الدول النامية والفقيرة المستوردة للغذاء، فعلى حين ترى الدول المنتجة له أن إنتاج الوقود الحيوى من الحاصلات الزراعية نعمة كبيرة أدت إلى زيادة دخول المزارعين وارتباطهم بالأرض الزراعية واستصلاح مساحات جديدة أضيفت إلى الرقعة الزراعية والحد من الهجرة من الريف إلى المدن إضافة إلى إصلاح الميزان التجارى للدول المستوردة للوقود مثل البرازيل نتيجة توفير جزء كبير من المبالغ المخصصة لاستيراده، فإن الدول المستوردة للغذاء ترى أن الوقود الحيوى نقمة كبيرة أدت إلى ارتفاع أسعار الغذاء بقيم وصلت إلى 300% وزيادة نسبة الفقر حيث أضيف ما يقرب من مائة مليون شخص إلى قائمة الفقر خلال العامين الأخيرين إضافة إلى إنهاك اقتصاديات الدول النامية والفقيرة، هذا المؤلف يوضح ما إذا كان الوقود الحيوى نعمة أم نقمة؟.
