هذا الكتاب يتناول موضوع السياسة في عهد الصديق أبي بكر فيوضح الأوضاع العامة للسياسة المالية للدولة كما تركها رسول الله صلى الله عليه وسلم والعقبات التي صادفها غداة موته وظروف خلافة أبي بكر وشكل حكومته وسمات سياسته المالية للدولة استنتاجاً من خطابه الأول للأمة بعد مبايعته.. ويوضح الكتاب كيف أزال الصديق العقبات التي اعترضت السياسة المالية فحارب المتمنعين عن أداء الزكاة والمرتدين عن الإسلام وقاتلهم وانتصر عليهم.
كما يبين الكتاب كيف أحيا الصديق فريضة الجهاد في سبيل الله وإدارة حازمة مخلصة. وشمل الكتاب أيضاً تحليلاً للنفقات العامة في عهد الصديق رضي الله عنه سواء كانت نفقات عامة مخصصة لوجوه إنفاق محددة بالقرآن أو كانت نفقات عامة غير مخصصة مولتها الموارد العامة للجزية والخراج…
تناول كتاب كذلك إدارة الصديق للمال العام بالإيضاح والتحليل وأظهر كيف حققت تلك الإجارة فائضاً مالياً قام الصديق بتوزيعه على المسلمين في شكل عطاء متساو لهم خلال مدة خلافته القصيرة التي بلغت سنتين وثلاثة أشهر كما أبرز الكتاب وصايا الصديق المالية في مرض موته وضربه المثل في التعفف عن المال العام وردة كل ما آل إليه من أموال المسلمين وترشيحه عمر بن الخطاب رضي الله عنه الذي فاضت الأموال العامة في عهده.
