والكتاب في فصلين، الفصل الأول: بحث كيفية تعزيز البعث لسلطته في الفترة (1968-1973م) بالسيطرة على الجيش واستبدال الضباط المشكوك في ولائهم للبعث بضباط بعثيين أو متعاطفين مع الحزب، وتصفية خصوم البعث، وصدور الدستور المؤقت عام1970م الذي جعل السلطة التشريعة بأيدي مجلس قيادة الثورة وأحداث مهمة كثيرة، وأما الفصل الثاني: فقد اشار إلى نجاح الحكومات الثورية المختلفة في إبعاد مالكي الأرض، والمقاولين الحضريين، وتأميم الشركات الأجنبية، وعملت هذه الأنظمة على زيادة وتيرة التنمية عبر جرعات كبيرة للإستثمار، سيما في الصناعة، وقد وفرت الخدمات الإجتماعية للطبقات الدنيا والشريحة الدنيا للطبقة الوسطى.
