تركّز التقارير والدراسات في الأشكال الرهيبة لأعمال العنف التي تُرتكب ضد المدنيين العراقيين والسوريين على يد ما يُعرف بـ (تنظيم الدولة الإسلامية في العراق والشام، أو داعش)، بينما تغضُّ الطرف عن الأفعال التي تضرّ الوحدة الوطنية ومؤسسات الدولة في العراق وسوريا على يد الحركات المتطرفة التي تحمل أيديولوجيات شيعية متشدّدة، التي تُوصف غالباً بانها مجرّد ثمرة أو نتيجة مؤسسة للأعمال التي تقوم بها نظيراتها من الحركات السنية؛ لذلك فإن الميليشيات الشيعية في بلاد الشام ترسم واقعاً جديداً على الأرض.
وعلى النقيض من موقف تنظيم داعش، فإن الميليشيات الشيعية ترفض شرعية المؤسسات المتناحرة التي وُجدت في حالة من الفوضى، وتستثمر في الهويات الطائفية الرجعية؛ لذا فإنها تتلقّى الدعم من الحرس الثوري الإيراني ربما يهدف محاكاة نموذج (حزب الله اللبناني)، والتشكيلات شبه العسكرية التي تعمل بوصفها تشكيلات أكثر فاعليةً ونفوذاً وسيطرةً في بلاد الشام، التي تشهد إنقساماً وتفتّتاً لم يكن له نظير في أيّ وقت مضى.
