يشكل كتاب [مواقف 16 "لو كانت الحقوق طبيعية ما كان للثورة معنى"] انعكاساً للوضع القائم في ليبيا قبل ثورة ليبيا 2013 الأخيرة. أعد الكتاب الدكتور رجب دبوس وصدرت الطبعة الأولى منه عن المركز العالمي لدراسات الكتاب الأخضر في ليبيا سنة 2005م.
يضم الكتاب ستة عشرو موقفاً كما يشير إلى ذلك عنوان الكتاب تبدأ بإطلالة تاريخية على عام 1969 عنونت بـ: لماذا الثورة كانت ضرورية؟ وتتضمن تحليلاً عن الواقع السياسي والإقتصادي، خلال المرحلة السابقة على الثورة، من عام (1952 إلى عام 1969) التي انتهت بثورة الفاتح بقيادة معمر القذافي. أما الموقف الثاني فيتحدث عن حقوق الإنسان بشكل عام بالإستناد إلى الكتاب الأخضر: حل مشكلة الديمقراطية لمعمر القذافي. أما الموقف الثالث فجاء بعنوان: "الحقوق مكتسبة... لو كانت الحقوق طبيعية ما كان للثورة معنى" ويناقش فكرة روسو "الإنسان يولد حراً". أما الموقف الرابع فيتمحور حول: "الوثيقة الخضراء" هل هي: تشريع قانوني أم مطلب أخلاقي؟ ويغطي الموقف الخامس موضوع الإنتخابات الذي أثارته المؤتمرات الشعبية في عهد القذافي وجاء بعنوان "أمانات المؤتمرات واللجان الشعبية بين آلية وأخرى". ويثير الموقف السادس شكاوى الشعب الليبي من سوء تنفيذ قرارات المؤتمرات وعنون بـ "إذا الشعب يختار ويشكو ممن اختارهم، ألا يجب: التفكير في آلية الإختيار؟!" (...) وعلى هذا الدرب تسير موضوعات الكتاب حتى تنتهي بـ (الموقف 16): مخاطر التغيير السوريالي. ويتم فيه مناقشة مصطلحات الكلمات ومدلولاتها ووظائفها ومنها: الرومانتيكية، الإغتراب وغيرها وكل ما له علاقة بوجود الإنسان في مكان وزمان معينين والمفاهيم والطروحات التي ترافق المرحلة التي يعيشها.
