يضم هذا الكتاب دراسة مقارنة في موضوع مشترك بين الفقه والقانون وعلوم الاجتماع والنفس والتربية إضافة إلى السياسة، ألا وهو موضوع الجريمة وأسبابها ومكافحتها. وقد أفرد المؤلف لذلك ستة أبواب اتبع فيها منهجاً علمياً محايداً، حرص من خلاله على تقديم الأمثلة الموضحة الدالة على عظمة الإسلام، مظهراً فضل الإسلام دون غيره على الشرائع والقوانين كافة.
وقد خلص المؤلف إلى أن تشريع العقوبات في الجنايات الواقعة بين الناس بعضهم على بعض من رحمة الله سبحانه وتعالى، إذ أحكم الله بها وجوه الزجر الرادعة عن هذه الجنايات. وما ذلك يبين المؤلف إلا لأن الشريعة الإسلامية ولدت مكتملة ونزلت من عند الله شريعة كاملة جامعة مانعة كما أنها لم تأت لجماعة دون جماعة ولم تأت لوقت دون وقت.
وقد رأى المؤلف أن الاختلافات الأساسية بين القوانين والشريعة متمثلة في كون القانون من صنع البشر أما الشريعة فهي من عند الله، والقانون عبارة عن قواعد مؤقتة تضعها الجماعة لتنظيم شؤونها لكن الشريعة هي قواعد وضعها الله تعالى، والجماعة هي التي تصنع القانون بينما الجماعة نفسها من صنع الله.
