تُعدّ المؤسسة التعليمية من أهم المؤسسات الإدارية في الدول، لما لها قصب السبق في تأهيل العقول السليمة والصحيحة لبناء باقي المؤسسات، فإذا كان تولي المؤسسة ذا قدرة سليمة ومنتظمة في إدارة مؤسسته فهذا يعني أنه قد تتلمذ وتخرج من مؤسسة تعليمية رصينة ومن معلم كفوء، هذا من حيث الإدارة أما من حيث التصرف والسلوك فهو الآخر قد تم غرسه في نفوس من تولى تلك المؤسسات، فإذا كان تعامله مع رعيته والعاملين عنده برقي إنساني وحضاري ووطني فيكون الفضل الكبير في زرع هذه القيم للمعلم الأول وبهذا فإن مؤسسة التعليم هي بمثابة المصنع لتأهيل الرجال الناجحين في صناعة الحياة، وليس لفئة معينة قيادية مؤسساتية، بل رجالاً أعطوا للحياة نوعاً آخر من روافد الإبداع وهم الشعراء والأدباء والفنانون وغيرهم، وهؤلاء كانوا كذلك من صناعة تعليمية، لهذا فإن فضل المؤسسة التعليمية يصل إلى تطبيق حكم الله وقدرته وعدالته في عمل المؤسسة القضائية لما تعلمه القاضي وإكتسابه من معارف حتى بات يميز بين الحق والباطل.
فالأمة التي تريد أن تنهض بمستقبلها لا بد لها من إعطاء الأولوية والإهتمام لهذين الرافدين (المعلم والعلم) لما لهما من تأثير في قواعد التأسيس والنهوض في جميع الأصعدة، فالأمم تتقدم بمعارفها لا في بنائها المادي فقط فلا بد من أن تكون هناك حسابات دقيقة وموازنات إستراتيجية محسوبة وثاقبة نحو المستقبل، فالأمم التي تركز على جانب وتترك جانب آخر فهي تنجح في هذا الجانب ولكنها تفشل في جوانب أخرى.
ولهذا فإن عدم الإهتمام بالتعليم والمعلم، يعني البناء على الرمال بدون قواعد يستند عليها البناء، فإن التعليم والإهتمام به يعني صناعة جيل يتعامل مع مفردات الأشياء بهندسة مرتبة قليلة الأخطاء قادر على صناعة مرتبة منهجية تجعل من الوطن عبارة عن وحدة متكاملة منضبطة القياسات.
