هذا الكتاب يقدم حصر شامل لقوانين العاملين المدنيين بالدولة، وذلك في ظل القانون رقم 47 لسنة 1978 والمعدل بقوانين 4،5 لسنة 2000 و 179 لسنة 2005. فكانت الأبواب الثلاثة الأولى من الكتاب في القانون 47 لسنة 1978 في الأحكام العامة والعلاقة الوظفيفية وإنتهائها وكذلك فى الأحكام الإنتقالية ... ليليها خمسة أبواب أخرى في إجراءات وقواعد الإختيار والإعداد والتدريب وتقويم نتائج أعمال شاغلى الوظائف، واجراءات تجديد مدة شغل الوظيفة القيادية وأخيراً الأحكام الانتقالاية وذلك وفقاً للائحة التنفيذية للقانون رقم 5 لسنة 1991 وغيرها من القوانين والجداول واللوائح التى تتعلق بالعاملين المدنيين في الدولة.
