يخاطب هذا الدليل الموجز الآباء والأمهات والأخوة الأكبر، بقدر ما يخاطب العاملات والعاملين مع الأطفال في المدرسة والروضة والمجتمع ككل. وهو يضاف إلى عدد متزايد من الموارد التي تحاول إنارة الجوانب المختلفة لتطور الطفل ونموه، عقلياً وبدنياً ونفسياً واجتماعياً. مثل هذه المعرفة والمعلومات تعزز معرفتنا عن كيفية تطور الطفل وما يجوز (وما لا يجوز) أن "نتوقع" منه في كل مرحلة عمرية. والأهم أنها تساعد على إدراك ما يحتاج إليه الطفل في سنواته الأولى لكي "يتعلم" ويطور قدراته المختلفة. بذلك تخلق هذه المعرفة والمعلومات "تصورات ولغة مشتركة" بين مختلف المعنيين برعاية الطفل وتطوره، وتنعكس إيجاباً لمصلحته وترسي شراكة بينهم. يأخذ هذا الدليل اللعب "بالجدية" اللائقة به ينظر لدوره الجوهري في الكيفية التي بها يتطور الطفل ويتعلم. رغم ذلك ما زال "اللعب" في المجتمعات العربية بعيداً عن الاهتمام الذي يستحقه، ويصل الأمر أحياناً إلى حد اعتبار اللعب "مضيعة" للوقت!.
