لقد كانت جريمة النصب جريمة محلية وطنية في أطوارها المتقدمة، لكن مع التقدم التقني والتكنولوجي وتقدم وسائل الاتصال تخطت جرائم النصب الحدود الوطنية وأصبحت جرائم عالمية؛ إذ أفاد المحتالون من معطيات العصر وتطوراته العلمية والتقنية، من هنا كانت تتبع أهمية هذه الدراسة، لأنها تتعلق بجريمة ذات سمات خاصة، جريمة أصبحت تمثل ظاهرة عالمية تهدد الأفراد والدول، وتتهدد الأنشطة الاقتصادية الفردية والدولية.
فقد حاولت الإحاطة بكل ما جاء في الدراسات السابقة، هذا من جهة، ومن جهة ثانية حاولت أن تلاحق تطورات جرائم النصب والصور المستحدثة لها، ومحاولة اقتراح الحلول لمواجهتها، ومن جهة ثالثة، حاولت إبراز دون المؤسسات والمنظمات الوطنية والإقليمية والعالمية، وبالأخص جهاز الشرطة، في مواجهة هذه الجرائم، بالوقاية منها قبل وقوعها، أو مكافحتها بعد وقوعها، وبيان أوجه القصور في ذلك كله، ووضع المقترحات اللازمة لعلاجها، بغية تحقيق مواجهة مثل لجرائم النصب وصورها وأنماطها المستحدثة، وذلك وفقاً للتقسيم التالي، المقدمة: تناولت فيها: أهمية موضوع الدراسة، والهدف من دراسته، وفروض الدراسة وتساؤلاتها، وصعوباتها، والمنهج المتبع فيها، وعينة الدراسة التمهيدية، وأدوات جمع البيانات (استمارة الاستقصاء) وأشرف فيها إلى مكونات الدراسة، الفصل التمهيدي: تناولت فيه التطور التاريخي لجريمة النصب: وقد شمل الجريمة والجاني، والمجني عليه، مع التطبيق على جريمة النصب، من خلال إحصائيات الأمن العام بمصر، والإحصائيات التي حصلت عليها أثناء بعثتي إلى دولة إنجلترا، الباب الأول: جرائم النصب المستحدثة، الباب الثاني: دور مؤسسات الدولة والمنظمات الدولية في مواجهة جرائم النصب، الباب الثالث: الدراسة الميدانية، الخاتمة: تناولت فيها ملخصاً يتضمن أبرز ما جاء في الدراسة، وأهم النتائج التي تم التوصل إليها وبعض التوصيات.
