يعد التصحر والجاف من أخطر المشكلات التي تواجه العالم بصفة عامة، والقرة الإفريقية بصفة خاصة، ويبرز هذا الكتاب مختلف الآليات التي وضعت لدرء ظاهرة الجفاف وكذا ظاهرة التصحر، ثم يحلل الإجراءات والاستراتيجيات التي اتخذتها بلدان المنطقة دون الإقيليمية لمكافحة التصحر والجفاف، وتوضح البيانات والمعلومات المتوفرة أن نسبة الأراضي التي اجتاحها التصحر، أو المهددة بالتصحر، تتراوح بين 60 و90 في المائة من الأراضي في المنطقة دون الإقليمية لشمال أفريقيا.
ومن بين استراتيجيات مكافحة التصحر التي ثبتت أهميتها، هناك طرق تنحية الكربون في التربة، وتعميم التقنيات الزراعية التي تحافظ على التربة (وبصفة خاصة نظام البذر المباشر)، وتحديث نظم الري، ومراقبة المراعي، وطرق مكافحة النحت، ويخلص الكتاب إلى وضع آليات وتوصيات يتم من خلالها مكافحة التصحر والجفاف والمجاعات الناجمة عنها مستقبلاً وتشجيع البحث العلمي، وقد جاءت محتويات الكتاب في خمسة فصول هي: (الفص الأول: النظام الأيكولوجي- مفهمومه ونشأته، الفصل الثاني: الجفاف والتصحر والمجاعات، الفصل الثالث: الجفاف في اقليم الساحل، الفصل الرابع: الجفاف وأزمة الغذاء في سوريا، الفصل الخامس: الجفاف والتصحر في شمال افريقيا).
