مثلت كتب الدساتير في عصر المماليك نوعًا مهمًا من أنواع المصادر التي يعتمد عليها الباحثون في التأريخ لتلك الفترة، سواء على النطاق التاريخي أو الأدبي، وقد تمثلت هذه الأهمية في تتبع التطور الإداري لوظائف الدولة.
وعلى الرغم مما تمثله هذه المصادر من أهمية تاريخية كبيرة، إلا أنها خضعت لمعيار كونها كتبًا ذات قيمة ضعيفة تاريخيًا. وقد ظل التعريف بها قاصرًا على أنها نوع من المؤلفات التي تساعد في تفسير بعض الحوادث التاريخية.
ومن أجل المحاولة للتأصيل لهذه الكتب عمدت إلى تحقيق كتاب مشهور لدى المشتغلين بالتاريخ باسم "المقصد الرفيع المنشا الهادي لصناعة الإنشا" للخالدي، لكي تكتمل به سلسلة المؤلفات الكبرى في ديوان الإنشاء وصناعتها، بدءًا من الشهاب العمري إلى القلقشندي، وكما يظهر من خلال الدراسة السابقة على تحقيق الكتاب، أمكن التوصل إلى نتائج عدة، من أهمها أن الكتاب الذي بين أيدينا عنوانه في الأصل "الثغر الباسم في صناعة الكاتب والكاتم" لشمس الدين محمد بن محمد السحماوي الشافعي المتوفى عام 868هـ، وأن ما درج عليه السابقون من نسبته للخالدي لم يكن أكثر من خطأ سار عليه السابقون أمكن تصحيحه عند تحقيقنا لهذا الكتاب.
