تنظر الولايات المتحدة إلى حلف الناتو ومنذ أنشائه عام 1949 بوصفه تمركزاً أمنياً عسكرياً لإستراتيجيتها الدفاعية سواء في حقبة الحرب الباردة أو ما بعدها، بل دعامة أساسية للهيمنة المطلقة على أوروبا وتزعم القيادة في العالم الغربي عموماً، ويقيناً أن الولايات المتحدة الأمريكية لم تفكر في يوم ما بأضعاف الحلف أو تفكيكه بعد أن صرفت عليه تلك المبالغ الهائلة، وبعد أن أثبت الحلف فعلاً قدرته على مواجهة أكبر تحدي للإستراتيجية الأمريكية بعد الحرب العالمية الثانية والمتمثل بالإتحاد السوفيتي والخطر الشيوعي العالمي.
إن الحلف نشأ في بيئة مشحونة بالتوترات والصراعات بين الشرق والغرب، ولذلك فإن نجاح الولايات المتحدة الأمريكية في إحيائه ضمن بيئة جديدة ترتبت على إنتهاء الحرب الباردة بقدر ما يعكس قدرة هذه الدولة على التجديد والإبداع والتفكير الإستراتيجي الراقي بقدر ما يعكس أيضاً إرادتها الصلبة في أن تبقى الدولة المهيمنة على شؤون أوروبا ومنطقة الأطلسي، إذ إن عملية توسيع الناتو هي عملية توسيع للهيمنة الأمريكية لتشمل أوروبا وربما العالم في المستقبل وخاصة إذا نجحت هذه الدولة في توسيع مديات خارج أوروبا.
وقد سوغت الولايات المتحدة الأمريكية فعلاً في عملية التوسيع التاريخية الكبرى عبر إيجاد مواقع متقدمة للناتو في آسيا الوسطى من خلال أفغانستان وفي الشرق الأوسط من خلال العراق.
وبناءً عليه، تضمنت الدراسة خمسة فصول فضلاً عن المقدمة والخاتمة وقائمة المصادر وتم تقسيمها على النحو الآتي: الفصل الأول: "الإدراك الأمريكي - الأوروبي لتوسيع الناتو"، الفصل الثاني: "إنعكاسات التوسع"، الفصل الثالث: "إنعكاس عملية التوسع على الهيمنة الأمريكية على العالم"، الفصل الرابع: "الإدراك الروسي لتوسع الحلف ومستوى الإستجابة".
