الإنسان هو محور القانون الجنائي سواء أكان جانياً أم مجنياً عليه (ضحية)، وبتطور هذا القانون فقد أحاط الجاني بسياج من الحقوق التي تضمن له محاكمة عادلة وتنفيذاً للعقوبة لصون كرامته وآدميته، في حين أن هذا القانون قد أغفل حق المجني عليه في الحصول على إجراءات سريعة تمكنه من إقتضاء حقه في التعويض الجابر للضرر الذي لحقه من الجريمة، في الوقت الذي يقر فيه هذا القانون بأن الإنسان هو الذي يصلح - وحده دون غيره من الكائنات - أن يكون مجنياً عليه في الجريمة.
ومن هنا كان لزاماً على الفقه الجنائي الحديث، أن يعيد النظر في المركز القانوني للمجني عليه في النظرية العامة للجريمة والعقاب، وأن يتجه نحو الموازنة بين حقوق كل من الجاني والمجني عليه بحيث لا يطغى أحدهما على الآخر.
وفق هذه المعطيات، تناول هذا الكتاب الذي حمل عنوان "دور أجهزة العدالة الجنائية في حماية حقوق ضحايا الجريمة (دراسة مقارنة ما بين القوانين الوضعية والشريعة الإسلامية)، الحماية الجنائية لضحايا الجريمة في ستة فصول دراسية، تناول الفصل الأول منه الإجراءات الوقائية لأجهزة العدالة الجنائية في حماية حقوق ضحايا الجريمة، ثم تناول الفصل الثاني حماية الضحايا في مرحلة التحقيق الأولي.
أما الفصل الثالث فقد تناول مرحلة التحقيق الإبتدائي ودور النيابة العامة في حماية حقوق ضحايا الجريمة أثناء هذه المرحلة وحقهم في الطعن في الأوامر والقرارات الصادرة من المدّعين العامّين، أما الفصل الرابع فقد أُفرد لدور القضاء في حماية حقوق ضحايا الجريمة، وفي الفصل الخامس تم إستعراض أهم الإتفاقيات والإعلانات الدولية التي عقدت على المستوى الدولي، والتي كان لها الفضل في توفير الحماية والضمانة الأساسية لحقوق الضحايا وإساءة إستعمال السلطة، وتم إنهاء الكتاب بالفصل السادس في حق الضحية في التعويض في الشريعة الإسلامية والعرف والعادة عند العرب.
