ويتناول هذا الكتاب دراسة ومناقشة التنمية ورعاية الشباب من خلال عشرة فصول يتناول الفصل الأول منها: مشاركة الشباب في التنمية ومعوقاتها وكيفية مواجهتها، ويتناول الفصل الثاني المداخل التنموية للعمل مع الشباب، ويتناول الفصل الثالث مفهوم رعاية الشباب وتطورها وأهدافها، بينما يعرض الفصل الرابع أهم المشكلات التي يعاني منها الشباب وكيف نتعامل معها، ثم يعرض الفصل الخامس الخدمة الإجتماعية ورعاية الشباب وكيف تتفاعل مع الشباب بطرقها الفنية لتدريبهم وإعدادهم بجهودها الوقائية والعلاجية والتنموية، بالإضافة إلى عرض مقوماتها وأنشطتها، كما يعرض الفصل السادس والسابع والثامن أدوار كل طريقة من طرق الخدمة الإجتماعية وما تستطيع تقديمه لإعداد أجيال من الشباب ليؤدوا أدوراهم ويمارسوا مشاركاتهم في عمليات وبرامج التنمية، ثم يعرض الفصل التاسع أدوار طريقة تنظيم المجتمع في إعداد الشباب وتحفيزهم للمشاركة في بناء وتطوير ونماء مجتمعاتهم، ثم يعرض الفصل العاشر والأخير أمثلة للتنظيمات الشبابية في العالم بما فيهم مصر.
