• ولد في المدينة المنورة بالمملكة العربية السعودية.
• حصل على البكالوريوس من كلية التجارة بجامعة الملك سعود بالرياض عام 1963.
• تلقى تعليمه العالي في الولايات المتحدة الأمريكية فحصل على شهادة الماجستير في الإدارة من جامعة منيسوتا عام 1966، ثم حصل على شهادة الدكتوراه في الإدارة العامة من الجامعة الأمريكية بواشنطن في مطلع عام 1970.
• تدرج في السلك الأكاديمي فحصل على درجة أستاذ عام 1979.
• عمل عميداً لكلية التجارة , وكلية العلوم الاجتماعية , وكلية الدراسات العليا، مستشار في عدة هيئات علمية, وعضو في هيئة تحرير المجلة العربية للإدارة, ومجلة العلوم الاجتماعية.
• له العديد من المؤلفات والدواوين الشعرية.

لقد كانت الأمة العربية قبل الإسلام قبائل متناحرة متباغضة متعادية, فألف الله بين قلوبها بالإسلام, فأصبحوا بنعمة الله إخوانًا وارتفع الرعيل الأول إلى مستوى متقدم من الرقي لم يسبقهم إليه سابق, ولم يلحقهم فيه لاحق بفضل المستوى الإيماني المتقدم, وبفضل الأخذ بهذه الشريعة المباركة واليوم نتذكر حال أسلافنا العظام والنعم التي سعدوا بها, نعمة الإيواء الإلهي, وتأييد الله ونصره, ونعمة الأخوة القائمة على ألفة القلوب. ونعمة العزة والقوة, نتذكر ذلك كله ونحن نلعق جراحنا ونرى النعم التي سادت أمتنا يومًا تبدلت وتغيرت لقد عدنا إلى التعادي والتباغض والاقتتال من جديد, وحالت عزتنا ذلًا, وقوتنا ضعفًا, وما ربك بظلام للعبيد أن الالتزام بالدين والنصر عند المسلمين قرينان, وإن التولي عن شرع الله والهزيمة توأمان لا يفترقان.
