كان السودان, بامتياز بلد الفرص الضائعة, فكل شعب من الشعوب يكون له قضية محورية أو مركزية تشغل الجميع, المؤيدين والمعارضين لها. سمها قضية قومية, أو قضية وجود, أو استراتيجية, أو ثوابت أمة ومثل هذه القضية, هي التي تمثل الدافع والسبب والموجه لكل حركة الجماعة وتفاعلاتها وصراعاتها. وقد تكون بروح الأمة, وفي السودان كانت القضية هي: الهوية الثقافية أو الذاتية, وأحيانًا الهوية الوطنية القومية, وهذا اختلاف شكلي لأن المهم هو أن الجميع يطرح سؤال, من نحن؟ هل نحن عرب أم أفارقة أم مستعربون أفارقة؟ ومن الواضح أن السودانيين وقعوا منذ البداية في فخ سؤال بلا إجابة ومفتوح لكل الاحتمالات والتفسيرات, ثم بعد ذلك الاختلافات والصراعات.
أعاقتهم في عملية رسم السياسات, إذا لم يكن من الممكن اتخاذ قرار لا يستهدي بمكونات الهوية, هذا يفسر لماذا اهتم السياسيون السودانيون أكثر بمتطلبات وضع دستور دائم للبلاد قائم على ثوابت الأمة وهويتها؟ وفي نفس الوقت أهمل وضع الخطط للتنمية ثم العمل على تنفيذها.
